If you're wondering if TF2 is available for any gaming consoles, then in fact, it is available within the Orange Box for Xbox360 and I do believe PS3 as well.

However, those versions aren't updated. At all. So that means no brand new awesome weapons, and, worst of all, absolutely no hats.

PC is the only way to go.

Dedicated servers are just for 24/7. You can host one for a few matches.
